ClaimGuide.org, a consumer advocacy group based in Florida, sized up the country's top 170 cities by population according to 10 factors, including property crime rates, access to emergency services, the average age of homes and the percentage of homes that stand vacant. Each of those variables can drive up insurance premiums.
