Why is Galveston and its 20 mile vicinity heading inwards towards Houston heavily patrolled?

So I’ve been in the SE for a week now..and every time I drive from Galveston to NW or back using 45 I always see at least 2-3 state troopers and at least a handful of sheriffs for their county. Now compared to Houston which we know is understaffed and the suburban areas like Katy/Cypress/JV you’ll probably see 1 or 2 cops a day if you’re (un)lucky. But why such a police presence in this area?
