Hit & Run

Hey guys! My car was hit and when I went to get my phone from my car to take a picture, the person quickly sped off. I only have a partial license plate. My car didn’t have any substantial damages, but a few scratches and my paint is coming off a bit. Is there a way to find the person with a partial license plate? I know the make and possible model of the car, if that helps.
