Sidewalk repair?

I walk to work and one of the sidewalks is mostly underwater/impassable. A coworker said it’s been that way for 20 years. (But why?? 😐) Anyways, these are all over the city, so location is somewhat irrelevant. Is there any system in place for sidewalk repairs in the city of Houston? I’ve only lived here about 3 years so I would love some insight.
