Centerpoint gas service initiation fee

I started my service in December 2023 so this is my first bill this month. I already paid the $80 deposit when starting the service last month. I check my bill and it says there's another $40 service initiation fee without explanation. This was not disclosed to me when initiating the service. What gives? Is this a normal charge?
