Friends apartment shut off water yesterday

Yesterday around 6pm (maybe earlier), my friend told me his apartment complex shut the water off without notice. Obviously this has to due with the freeze but he said prior to that, he was dripping his water, leaving the cupboards open, and heat turned up. This morning, it's still off with no official notice sent out as to why or when it'll be back on. I was reading some articles about this happening during the last freeze and they said to call 311. Is that all that can be done or that he needs to do?
