First time homeowner of 5 months. Which one shuts off water to my house?

I tried look this up online but there are so many different models. After testing it, it appears as though the yellow lever turns off the water to the house but what does the other two blue levers do? I left them in the original position as in this photo. Once we turned off the water, we did hear a few little bump noises from the water heater and we turned that off too. Is that okay?

We’re worried because one: we put all our savings into our first house & two: neighbors on our ring alarm have reported lost power and turning off their water. How house was built in 1988.
