Do HPD operates care?

Just yesterday a hairdresser where I work had to beg the operator for ten minutes after her male client assaulted her and stole her car keys. He was initially there when she was on the phone with 912 but eventually left.

I've called 911 because a man was attempting to rape a woman on San jacinto. I pulled him off of her and walked her away. They refused to send an officer out even though he was now facing the street drugged out, with his hard dick out.

I once called because a man was pinching a woman on the ground in front of the church in midtown. I was sent to the non emergency number and he ran off.

The operators seem like a massive bottle neck.
