Harris County Question: Why Do I Have To Be Certified To Be A Sign Ranger?

I would have posted this to /r/HarrisCounty, but it has like 268 members.

I'm just wondering why I need to be certified to take down shitty bandit signs small businesses put up everywhere:

"The Harris County Attorney’s Office trains citizens to serve as Sign Rangers. After being certified, the County permits rangers to remove the signs."

I'm planning on emailing about it, but I just thought I would put it out there. It's illegal to put up the signs, but I don't think it's illegal to take them down and throw them away. What is it, destruction of property? The signs are basically litter.

I assume if the Attorney's Office is "certifying" people to be Sign Rangers that the cost of that is less than them, you know, paying people to just drive down a road, take the signs down, find out whose phone number or website is printed on them, and then cite those people for posting the signs?

Just fine them and recoup the cost.
