Who do I complain to about the lights in Westchase?

I think it's probably due to the traffic flows significantly changing because they decided to do construction on half of the roads at the same time, but the traffic situation is not just inconvenient but dangerous. There were multiple intersections I went through that had at least one line of traffic stuck in the intersection when the light was red. The cycles on some lights are so bad that there is a half mile row of cars waiting to get through the intersection. Multiple times now, I've been waiting at least 10 minutes at one stoplight waiting 5-6 cycles to finally be able to go through.
