harris county title service abilities

hey guys! I want to open a title service business in Houston (Harris county) and wanted to know what all can they do? I met someone who said a title service owner printed a 30 day temp tags for them on the spot, is that possible? He verified with the tax office that it was legit so I guess I wanna know if I'll be able to do that and maybe some other things you as title service owners or runners are able to do! I've worked in similar fields before but I'm studying accounting and I'm not all that well familiar with the title service aspect.

*my title experience comes from working at dealerships not multiservices/title services if that helps
