Car Accident in Houston

I just got into an accident in between Bw8 and Richmond, someone hit my car in the back. Called the police but they said they’re not gonna come (because they’re busy?) and I don’t need to file any reports. My car was okay but the car hit me wasn’t. Is it okay if I don’t have the police reports? How can they know who is at fault?
