Missing person, Urban camping

Hey Houston, my sister is a missing person, last seen in downtown Houston. She recently had a mental break and has abandond her husband and two kids in San Francisco. She is a 5”2’ white woman, brown hair, brown eyes, roughly 100 pounds. She is most likely scared to death and too psychotic to do anything about it. My question is; if you were a small white woman in Houston, what’s the safest place to sleep? Where would she be that makes her feel safe enough to sleep at night?
