Neon Clock Repair

I have an old clock that belonged to my grandfather that has been sitting in storage for the past year and a half and isn’t working now. The actually clock mechanism is a cheapo, single AA battery piece, that seems easy enough to replace.

The part I need most assistance with is the neon light ring that goes around the boarder inside. I’m not sure if it’s the switch or the neon.
