Cars on the shoulder of houston freeways

Anyone else notice that there are alot of cars stopped on the shoulder of the freeways these days? Especially at night and more on the weekends. Sometimes there will be 2-5 cars stopped between 2 exits or 2 cars with guys just hanging out by the cars. Almost seems like people are meeting each other on the shoulder or waiting for someone but no flat tires or anything like that. Seems shady. Any insights?
