Is “No Thru Traffic” enforceable?

New to Houston and the United States (well, been here multiple times for business. But this time on long term work/stay). This morning Waze took me through a street with “No Thru Traffic” sign. I tried to look it up and most articles say that its not enforceable. But the articles seems to be from other states. Found a pdf hosted by DOT, cant see that sign in that doc.

Is it something that I could get ticketed for? Or is it just neighborhood’s effort to reduce traffic?
