Expressway Question

Hey folks. Quick expressway question… I accidentally hopped on the expressway on 45S (near the Webster/League City area) one day going to work. I know I know. Anyways, I was confused by the part that splits into two (HOV/Toll Only). I stayed in the HOV side and got off eventually. The next day, I did it on purpose just to take this pic (I know, not 100% safe), cause I'm extremely curious…

1) One side is HOV, one side is Toll, but they both merge again within a few feet..? I'm guessing there are cameras above each lane or something?

2) What are the repercussions for staying in the HOV lane (as I've accidentally & intentionally done)?
