Did this morning rain gave skin irritation and mild rash?

This morning 10:30ish rain close to hobby airport pasadena side gave skin irritation and rashes. Washing with soap and Corn starch helped but it was one weird situation. It only happened on the exposed skin on face, hands and legs.

My neighbor few houses down said the same thing.

It was mild but just a weird experience with rain water.
