Soviet naval ship in Galveston 1989 or 1990

Does anyone remember when and why a Soviet naval ship stopped off in Galveston or thereabout? I cannot remember the details and it was just before the internet. A lot of the sailors sold military uniforms and patches to army/navy stores. Someone asked me about it and I just cannot remember.

Just one of the patches I have leftover- I think I picked it up in Pasadena. It was attached to a coat which has long been given away
