Bellaire Apartment Concerns

With the new Bellaire Food Street 2 plans, there seems to be plans to remove the apartments from across Welcome market. Does anyone know if tenants will be compensated? I do not live there, but having been a Bellaire native of 20+ years and an Asian American, I fear that these people will lose their homes. Thanks in advance
