Broken pipes spewing water in a drought

Hi all, I've noticed multiple broken water lines spewing water onto the street around Houston. My family called 311 about one of them two weeks ago and it's still gushing into the street — it's like we have a permanent creek in our neighborhood. Who is supposed to be fixing these and isn't? Aren't we in a drought?
