Question about the Street Fest on Saturday and the Sugar Skull bobblehead giveaway

I’ve got tickets to Saturday’s game but I’m not sure what time the gates would open for the bobblehead giveaway. Would it begin at 3 with the street fest or at 4 since that’s 2 hours before the game starts?
