Washington Ave vs Midtown?

I came to Houston for the weekend as I do every now and then. Me and my friends/family ventured to Washington and found it not so busy. So we went to Midtown and it was very busy.

I've been noticing some days Midtown is dead and Washington is busy. Other days its the other way around. Is there a reason for this?
