Are the warmer than normal weather we are getting, the result of El Nino? I heard that the effects of El Nino are usually 2 months out?

So of course, we are getting El Nino right now. However, I heard that the effects lag for 2 months, and that El Nino usually results in more rain – which we are not getting. Also read that El Nino doesn’t really affect the summer temperatures – in that case is there something else causing this hot weather?
