Getting car titled after several years?

Hey y’all. I moved here in 2017 and when I registered my car, I didn’t realize the title was a different process so my title is still in my past state and I think delivered to my old address so I don’t have a copy. Well, I’m trying to sell my car now and the best offers are coming from Carvana & CarMax, which require the title. Just wondering what the process (i.e. the cost) is to get that taken care of here? And would I receive the title right away? I bought it in 2016 for ~10k, paid it off in 2020, and the value today is like… $1,200. Would I be paying sales tax on the original amount financed? Or would it be on the value of the car?
