Dumping fine

I got caught putting two empty cardboard boxes at a dumpster in a Public Storage property. I removed the boxes once I was informed that we couldn’t. There were signs that let us know about the fine however we always see trash at the dumpster and around the dumpster so we thought it was ok. Again, I did remove the two boxes so can they still go ahead and fine me?
