People shitting in the ocean in Galveston

Has anyone else ever seen this? I used to do Uber around here, and I'd end up in Galveston every so often, and one of the things I always marveled at was that every time I'd see someone just dropping trou and hanging their ass over the seawall to s**t directly into the ocean (or, on the beach, I guess? I don't really know the tides and I wasn't exactly fucking looking to see where the turds landed).

I'm not going insane, right? Does anyone else have experience with this? It's part of why I don't swim in that damn water.
