The change to the highway 6 and clay traffic light is going to cause a wreck

The timing on the light for clay road at highway 6 was changed in the last week or so, but it was poorly thought out. The light turns green for left turns coming from both sides now. However both sides have two lanes turning each and the outer left turn lane from both directions cross dangerously close to each other. I think there might even be some overlap. Prior to this it was west bound traffic first (both straight away and left turns) and then east bound traffic. Where is best to call/report this?
