Maybe you guys can help me out, why exactly am I being double billed with the city of Houston for water?

I inherited a townhome. We pay monthly hoa dues and that covers the water each month.

Every year in July I also get another bill of about $36 from the city of Houston for water.

Every townhome gets a water bill just like mine.

Actually they call it a drainage charge.

I’ve asked the city when I transferred everything into my name what exactly this is for and I’ve never gotten a straight answer.

So anyone else live in a townhome and get an extra charge in July? Or do any of you that have an actual stand alone home get charged an extra drainage charge?
