Regulations for rental houses in Houston

I rent a house. The AC unit needs replacement. It broke 3x in the past year and landlord only jerry rigs it. The last time it was out was in May and took 2 weeks to fix. Currently, It has been out since Saturday. I have a medical surgery on Monday . I also have a dog with a seizure disorder.

I was going to use a portable ac window unit but I discovered I couldn’t remove the screens.

What are the regulations when it comes to windows for house rentals? I don’t believe this so safe.

I got heat stroke last night and went to a hotel. Can my property manager reimburse me?
