Does anyone know what this blue building is (or was)?

I’ve seen this building since I was a kid and have never know what it was. It looks like it was one part of a storage facility. I have this vague memory of it in the 90s saying “Jesus is lord” or something. It’s on northbound side of the gulf freeway around 610.
