Where to report animal cruelty with an immediate task force?

Since it's so late in the day I know there is hardly any chance of it happening today, but I just witnessed my neighbor across the way (In an apt complex) kick his cat pretty hard. The cat is limping and not putting any weight on its back right leg. I think the cat's leg was broken before it was kicked. It is currently limping around, wailing, looking to jump off the 3rd story patio to escape.
