Why does that paint on the Shepherd/Dallas intersection exist?

Maybe this is an insignificant question, but heading south on Shepherd, if you want to turn left onto W Dallas, there's yellow paint that "forces" you to get into the middle lane before coming back into the far left lane.

No one that I've seen abides by it, though. Do any Houston transpo/traffic nerds anyone know why that was added?
