Where can I charge a EV/PHEV near TMC?

Legit most places I've tried to go near the area are either non-functioning, have 1 spot that's always taken or are in a garage I have no access to. So far I've tried

-The EVGO at the HEB Alabama has the big machine not working and only one plug, similar at the EVGO at Buffalo.

-The charge america or wtvr is called has had non-functioning ports when I went. I got a PHEV to get nice mileage but I'm instead lugging around a huge ass empty battery thats tanking my mileage.

-Chargepoint stations in TMC are in garages I don't have access too.

I'd really appreciate any input, I'm new to town and have searched google/other charging aggregators with little luck.
