MUD Taxes with no water/sewer services?

Looking to purchase a home in Spring, 77373. And it’s technically located within a MUD district (2), but has never been connected. It has its own septic and water well. There was an agreement with the MUD attorney from years ago that no MUD taxes would be assessed. But the situation seems to have changed since now there are some hefty MUD taxes. Almost $3800/year…with no service. Is this normal? Is there any way to refute or protest? Or if they’re going to charge me, would they pay to connect me to services at least? Seems like an annoying situation that I don’t fully understand. Any advice would be appreciated!
