Why do Houston’s libraries close so early?

Most of them seem to close at 6pm. This seems to restrict access to people with typical work hours. Plus, if I want to spend an afternoon reading in the library, it's simply closed. Even the downtown location closes at 5-6PM on weekdays. Why is that? Is it lack of funding?
