Transitioning from renting apartment to renting a house, need advice

I'm planning on moving from a 3br apartment to a 4br house in Sugar Land/Richmond/Rosenberg/Katy/Meadows Place. I'm curious about the change in residential fees. What additions should I expect to my monthly bills (lawn, higher electricity, trash, water, etc)?

I'd also appreciate any insight on how the application process works. How soon should I start looking before my planned moving day? How long does the process take? What kind of application fees should I expect?
