A Richmond police officer abused my mom. What steps do we take?

Can someone please refer me to a good lawyer in the houston/Richmond area who can work with police departments?

So far, we’ve met up with Richmond PD and tried to do a public information act request form to obtain bodycam footage of the officer being extremely rough with my mother, leaving bruises all over her body & an injured shoulder, but we were told it would take 60-90 days to process. I guess my other question is is there anything else we need to do on our end? We are currently looking for an attorney but cannot find one that works with police misconduct.
