Anyone familiar with the budget car return at IAH?

Looking at Google maps/street view and I can clearly see a sign indicating where to turn for avis/budget/Payless (whatever that is) car return on Rankin Rd. But when I go down that road virtually on maps, it dead ends at a parking garage that's labeled avis/hertz? Which is weird because hertz turnoff is supposed to be further down the road.

When we originally picked up the car (at a different airport) budget told us they didn't have enough cars for the day and they gave us a car from Avis. Google tells me that these two companies are linked in some way. Am wondering am I just supposed to follow these Avis return signs? Literally have no idea where budget is given that the street signs don't lead you to anything that is marked as budget car return.

Anyone have any idea?
