How would I go about requesting that fields of flowers not be mowed down until spring is over?

I get really tired of seeing fields of flowers mowed down before spring is even close to over in the city. We need to feed the bees, especially as urban density increases. Is there any possibility of having a petition to prevent this mowing or some council meeting I could request to speak at or something like that? I know a lot of people think it looks “bad” but trust me it will be much “bad”-er if we don’t feed our pollinators, especially when their food is supposed to be plentiful.

I honestly have no idea where to start and as someone with a yard specifically catered to pollinators I see so much traffic that it makes me think it’s some kind of oasis in a desert of two-inch grass and concrete. I know Houston isn’t exactly a bastion of sustainability but this seems like a very logical thing to advocate for.

I know the state sows wildflowers along the highways, which is great and something I don’t think anyone would deny is a good thing. In the city in vacant fields and along bayous native flowers can grow abundantly if we just let them. I know I’m getting redundant but I’m just a Lorax, speaking for the bees.
