Anything I can do about loud neighbors dogs?

Recently my neighbor had a litter of puppies. He leaves them outside all night in a pen in all weather even when it’s storming or cold. They cry and scream all night and the neighbors and I can’t sleep.

So far I’ve tried my HOA, the Harris county police, Harris county animal cruelty, and the property management company that manages this property. They’ve all pretty much told me they can’t do anything but send a letter or something. I’m a bit hesitant about confronting anyone directly here in Texas.

Is there anything I can do here? I can’t sleep and I feel terrible for the pups. Zip is 77377. Thanks in advance!
