How to effectively report illegal parking

I live in a corner house on the opposite side of the street to a redline station. I have lived here for almost 3 years and have watched illegal parking return to what I suspect was typical pre-covid. People park where they like and take the redline downtown. Since I live in a corner house, we frequently have people parking in clearly marked No Parking areas within 20 ft. of the crosswalk. On one of those sides people frequently park on grass between the sidewalk and street (there is no curb). I think this area is called "curtilage".

I reported with 311 online for a couple of years and eventually called and spoke to a 311-call line employee who suggested calling non-emergency police would be more efficient. I then called the non-emergency police who took the report and when an officer called me to follow up, she informed me that Park Houston would be more efficent. I called Park Houston today and was told that they do not take on demand parking violations. I am beginning to wonder why I pay taxes. Does anyone have any suggestions? I wonder if making friends with a tow company would be ideal. Does anyone want to connect and tow some cars? Its a daily thing.
