Protest home taxes due to needed repairs?

I probably should've protested our taxes long ago but never have and I'm not familiar with the details. I just got the appraisal district forms in the mail though. Our house needs 20-50 thousands of dollars of work to sell for the "average" price. Is that a legit reason and is putting that on the form and requesting a hearing the best way to initiate the process?
