Pool – COH impervious cover rules

Considering a pool in our backyard. 7300sqft lot. Struggling to understand the city of Houston’s design manual – chapter 9 detention requirements for stormwater. Need to be below 65% impervious cover, but I’d probably be around 75% or so based on my rough calcs -> requiring mitigation. The water vol required to be mitigated seems high. Anyone have success with mitigation/detention and getting a permit for the modification (pool construction in this case)?
