In-home funeral??

Can (or will) the City of Houston actually give a permit to host a funeral in a private home? Just curious as a far relative of my dad’s died and the family has stated they will be doing this since the local Funeral homes aren’t allowing too many people for more than two hours and they want to host a large funeral with served food and whatnot.

Anyone have any insight?
