Got my car vandalized, have a police incident number, but I did not create it, what’s next?

Hello Houston!

So, I found my vehicle vandalized (rear seat window was smashed)

The car actually belongs to a friend, and I was keeping it for a few days while he was traveling overseas. I live in an apartment community. I noticed day before yesterday that the car window was broken. I walked up to the car, took a few photos and found a slip with police incident number and other details stuck to the windshield.

It seems some group hit our community and the neighboring ones and the leasing office contacted cops to get incident reports going with HPD.

In terms of fixing the car, what's the next process? Can we directly contact insurance and give them the incident number? Or do we need to contact police first and get the actual police report first? This is so annoying. Hoping someone here can help me out here.

I am so annoyed as the car was left in my care and even though there was nothing I could do to prevent it, I feel responsible. Nothing was taken from my car (afaik), but I will need my friend to confirm that. Also, looks like the car battery was discharged, probably why alarm did not go off? (Or why they weren't just able to drive off with it). IDK.

Anyway, any help will be appreciated.
