Has anyone else seen these people?

Since I was a child I would notice this homless older white couple on the street MANY times with a shopping cart roaming all over Houston. What caught my eye was the colorful clothing they wore and the long Dutch braids they had. Has anyone else seen them before? There has to be some backstory
