Why is Sugarland/First Colony devoid of color?

Drove on Highway 6 north thru First Colony and noticed the plazas literally lack color compared to other parts of town. Taco Bell is white and beige, Smoothie King white and beige, KFC was white, black and beige.

Only an occasional store had a blue, yellow or red sign, but 99% of the plazas were full of white, beige and black buildings and signage. Like HOA came in and said you could only use 3 colors for everything on the exterior. What color there was from grass or painted electrical boxes stuck out a ton.
