DIY french drains, what permit(s) would I need for the street drain?

I’m a pretty handy person and have done a bunch of house repairs and projects. I’m pretty confident I can install a French drain myself. The only thing that I do not know is what permit I would need to extend the drain pipe to the street. I will need to cut the curb to allow the pipe to exit. Not even sure if a homeowner can get this permit alone. Has anyone attempted this before??
