I keep getting outbid on homes inside the loop!

My offers are always based on comps and usually come in around 5% below asking, depending on the specifics. Aren’t we supposed to be in a buyer’s market with these interest rates?! Granted I’ve never offered asking price, but my offers have never been lower than 5-6% below ask. Looking at single family homes inside the loop.
